The latency you can set depends on the quality of your audio card and
the quality of its driver.

The latency you will be actually able to use (eg without cracks and pops
and shcrounch) depends on the power of your PC, its ability to give all
of its power to the background tasks without being interrupted (here
lies the importance of the many audio tweaks for XP you can find on the
net), and again, the quality of the driver of your audio card.
When RME upgraded their driver vrom 2.9 to 3 for the hammerfall series,
many users gained something like 30% speed, latency-wise. I mean that
with the same hardware, they were able to lower their latency and still
play scrounchless tune.

No, it's not
Actually, 2 things are not making sense:

The latency you are currently achieving is what I had with my old AThlon
2000+ (one core @ 1.7 GHz ! ).
With a core2 quad Q9550, I can start working with a 1.5ms latency. I
finish many projects, with effects, midi, VSTi, streaming, etc... @ 6ms
latency.
I even can make a simple vocal recording with 0.75 (<1ms) latency.

So a 11 ms latency is a bit disappointing for you hardware. Again: I
don't know about your audio card or its drivers.
And from what I know, above 10ms, I start to feel the mushiness,as you
call it.

The 2nd thing that doesn't make sense to me is that you would have
different latency "feeling" with different VSTi.

My diagnostic would be that you are not using the correct driver.
Many card have an "ASIO multimedia" driver wich is not the one you want
to use. You want to use the other drivers featuring "ASIO" in its name.

Here's the list I apply when I prepare a new PC (taken in 2003 from a
site called musicxp, or something).

Properties > Advanced Settings Tab > Transfer Mode to "DMA if available"
for both
devices.
9. Disable System Sounds
Start > Settings > Control Panel > Sounds and Audio Devices > Sounds Tab

Scheme to None.
10. Do Not Map Through Soundcard
Start > Settings > Control Panel > Sounds and Audio Devices > Hardware
Tab > (highlight
your soundcard from the list) > Properties > Audio Devices > (highlight

device" checkbox.
11. Disable System Restore
Start > Settings > Control Panel> System > System Restore Tab. Tick the
"Turn off System
