Hi, so I have a amp feeding 2 sets of 4 ohm speakers in parallel . I would like to control the volume level on one pair. I will be connecting a line out converter to reduce speaker level to pre-amp level and feeding another small amp connected to the pair. My question is will the main amp still see a 2 ohm load ? Thanks for any inputs.

No, the amp will only see 4 ohms, as that's all it is driving. The line out converter is presumably just an attenuator so won't load the amplifier to any appreciable extent.

Your main amp will still see a 2 ohm load because the impedance of parallel speaker setup (2x4 ohm) doesnt change with the addition of the line out connection.Ensure your amp can handle such a low impedance to avoid damage. For the additional amp via the line out converter ensure the signal level is properly matched to avoid distortion. Also verify proper grounding throughout the system. Good luck :-)

No, the main amp will see 4 ohms, as one pair of 4 ohm 'speakers are being removed and attached to the separate amplifier. That's why the main amp will then only be driving one set of 4 ohm loudspeakers and the line out converter which has negligible loading.
