Wales, Ireland, Scotland and Northern Ireland have agreed the deal
Scotland, Wales, Northern Ireland and the Republic of Ireland have agreed "in principle" to play a series of three biennial "Celtic Cup" tournaments.

Scotland and England may have new managers by then. I think this trophy has been set up as a childish adjunct to the participating countries refusal to be part of a GB team for the olympics. By setting this up its oh look at us sovereign nations with our own tournament.
