Is anyone aware of software that will allow me to simultaneously play four separate MP3 tracks from PC memory though a standard 5.1 channel USB sound card into four separate power amplifiers? The tracks would be test signals and should not be limited by any form of post processing.

You might want to look at any of the radio playout softwares, as playing out 4,6 or 8 channels simultaneously onto different output channels is a standard requirement. They tend to be somewhat expensive, but many have free demo modes that limit facilities or time-limit, so allow evaluation or if you don't need continuous 24/7 use, may work for you.

There's one free one I know of, mixtime.com, but how good it is, I don't know.
