Assuming you're referring to the toolbar pagerank, the front page and forum index are both two, which they have been for the last year or so.

How does one find this statistic? Do you need the Google toolbar or some other nonesense installed?

You don't need to have the Google toolbar installed, but it would be the standard method - it simply performs a lookup via http for each page request, so there are online tools and plugins for other browsers to get the data.

The actual Google pagerank of a page is part of what determines it's positioning within the search results, along with other relevant factors.

The toolbar displays an approximation of a page's rank on a scale of 1-10, which represents an exponential curve relating to the actual page rank. Although the toolbar ranks are also only updated every few months, they're still used as an indication of how well ranked a page is, as it's far from an exact science.
