    .........decent quality speaker cable (QED Silver Anniversary bi-wire) to make DIY Power Cables ?

    Given the loads they must carry from amp to speaker, Shirley that must make them suitable for a heavy power load from a power outlet ?

    Its not so much the load as the insulation rateing, the load is how much current, the insulation stops it hurting you.
    unless you can be sure that the cable is rated for 250Vac i would advise against it.

    Your best bet is to use PTFE insulated cables these are normally rated well over mains voltages.
    Alternatively use one of the CY cables or the doubled screened types available from RS or Farnell
